While a student in business administration, Eddie served as the
President of the Hispanic Business Club. He has found his natural
skills in mentoring and group facilitation with the Department of
Social Services (DSS) and is now a staff development program assistant.
Eddie has been with DSS since 1990.

Veronica has been working with the County of Santa Barbara since 1997. She has worked in the Department of Social Services and is currently part of Staff Development as a Medi-Cal mentor. She is assisted in facilitating program trainings. She is currently pursuing a degree in Social Sciences.

Nicole is a training consultant who has been teaching business
professionals and college students for eight years. She has a diverse
training background, that includes courses in interpersonal communications,
management skills, computer applications, and Franklin Covey's "The
7 Habits of Highly Effective People." She also has extensive
experience in facilitating small groups and teams.

Mike has been the County Administrator since 1996. Prior
to coming to Santa Barbara County, he was the city manager for Tucson,
Arizona and Berkeley, California. Mike has received the ICMA Catherine
Keene Memorial Award for innovative human services programs, an
honorary doctorate in public administration from Tucson University.
He is a senior fellow in the American Leadership Forum, founder
and policy board member of the ICMA national consortium on comparative
performance measurement.

Cindy has worked for Santa Barbara County since January 1999 as a
supervisor for DSS. She enjoys reading, camping and travel. She has
traveled the US, and has done some traveling in Europe and
Australia. While in Sydney, Australia, she enjoyed walking the
Harbor Bridge. She has 3 grown children, 2 living in Michigan and
one in Texas. Her husband is a pilot, and they own a Cessna 150
airplane.

Zandra
has worked with the County of Santa Barbara since 1981 and presently serves as an Administrative Analyst IV in
the County Administrator’s Office. Zandra was the Clerk of
the Board of Supervisors from 1990-1996 and Chief Deputy Clerk
of the Board from 1981-1990 and served as president of the
Management Association (1986) and president of the California
Clerks of the Board of Supervisors Association (1996). She
attended high school in Georgetown, Guyana and graduated from
the University of the West Indies with a degree in Management
Studies.

Terrie Concellos
Terrie Concellos is the Chief Financial Officer of the Department of Social Services. Her current responsibilities include oversight of department financial operations, budgeting, contracts administration and fiscal special projects. Terrie has a B.S. in Accounting and a Masters in Business Administration. Terrie has been involved with various aspects of governmental accounting/financial operations for over 21 years. Prior to her 11 years experience managing the fiscal operation of the DSS, she was an auditor for many governmental agencies while working at a public accounting firm, Financial Audit Supervisor for the County’s Internal Audit Division, and Division Chief of Budget and Cost in the Auditor Controller’s Office. |

Lila
Deeds is the Employee Relations Manager for the County. In that role, she represents the County in labor negotiations
with recognized employee organizations and advises department
managers and employees on a variety of employment matters.
Lila began her career with the County in 1980 and worked for
the Auditor-Controller and in the County Administrative Office
before transferring to the Human Resources Department in 1986.
She holds a B.A. in English and a professional certificate in
Human Resources Management from the University of CA.

Theresa is the Deputy Human Resources Director for the County. She manages a division responsible for the recruiting, testing, classification and compensation activities in the County. Her division also works on a number of special projects including developing a web-based employment center. She has a B.A. in Political Science.

Audy is a supervisor with the Public Health Department. She has
a background as a youth group leader and currently is the leader
of the department billing team. At present, she is working towards
her certificate in computer information services.

Christine Farro

Martha has been an employee of the Department
of Social Services since 1989.
She has been assigned in the CalWorks and Medi-Cal programs. Her current assignment is a State Appeals Representative and
an Administrative Review Officer for General Relief. She has
earned a certificate in Facilitation through a County sponsored
training program and provided numerous trainings and workshops to
staff in her department over the past few years.
She enjoys challenges and working with a diverse group of
people.

René Garcia has been with the County of Santa Barbara since 1993 where he works in the Social Services Department. Currently
René is the Social Services Staff Development Coordinator where he
is responsible for supervising trainers, developing and conducting
trainings ranging from “Time Management”, “Feedback Skills”,
“Communication Skills”, “Conflict Resolution” and “Civil
Rights and Sexual Harassment Prevention.”
René holds a Bachelor of Arts Degree in Law and Society from
UCSB. René enjoys
writing children’s’ books and water painting in his spare time.

As a Social Services employee since 1994, Maria has worked
in the Child Welfare Services and Fiscal divisions of the Department.
Currently, she is the Contracts Coordinator. Her prior experience
with the Multi-agency Integrated System of Care (MISC) program provides
a solid foundation for cross-agency collaboration and being a member
of the EU faculty.

Joy's professional experience includes 4 years of service with the county of Santa Barbara,
instructor in office occupations and computer technologies for Santa Barbara City College, Academic Dean at Santa Barbara Business College, MIS Coordinator for Santa Barbara Business College and LAN Administrator
for the Public Defenders Office. She holds a Bachelors Degree in Management. Joy has a Lifetime Credential for Community Colleges.
Her interests include computers, cooking, racquetball, quilt making, sewing, and vacations.

Margaret Granger

Melinda is an administrative analyst for the County Administrators Office, working on a variety of special projects. She enjoys her personal time gardening, volunteering for the Human Society Pet Therapy program, and swimming with the Santa Barbara/Ojai U.S. Masters Swim team. |

Suzanne works for the Department of Alcohol, Drug and Mental
Health Services. She is currently the manager of the adult mental
health outpatient clinic in Santa Barbara as well as the Mental
Health Treatment Court. Her professional experience includes work in
public service and non-profit, including administrative and direct
work with youth, families, adults, residential, grant writing,
program community development, training, quality care management,
acute hospitalization and community collaboration. She holds a
Master’s degree in Clinical Psychology and is licensed as a
Marriage and Family Therapist.

Walt is the Executive Director of Service Employees'
International Union (SEIU) Local 620. He has overseen the management
of the union's personnel and programs since 1984 and has 20 years
experience working in the labor movement. Walt negotiates labor
contracts, represents employees in hearings and arbitrations and
counsels employees and supervisors on workplace issues. He has an
MPA from California Lutheran University where he has been a guest
lecturer on public personnel systems.

Amy is a financial systems analyst for the Auditor-Controller’s office. She began there in 1997 as an accountant-auditor, and was awarded her CPA. She now works on developing new financial applications for the Auditor-Controller and county-wide. Amy enjoys enhancing her training skills and meeting people from other departments through the EU. |

Dr.
Hollems is currently Asst. Dean at SBCC overseeing
professional development and short-term workplace training in
the credit program.
She is the college liaison to the E.U.
She holds a PhD. In communication from Louisiana State
University and has taught college courses in public speaking,
interpersonal communication, business and organizational
communication and small group communication.
Dr. Hollems has also done leadership training and
extensive curriculum development.

I began working for the Department of Social Services in 1990. Two years later I moved into the Staff Development Division and have supervised new employees through their training process in the Food Stamp, Medi-Cal and CalWORKs programs. I recently served as the CalWIN system training coordinator during the implementation of the new application. I now hold the position of Staff Development Coordinator for DSS.

Prior to becoming an HR Recruiter in 2009, Alma was the Training Manager and trainer for the Employees’ University at the County
of Santa Barbara from December 1999 - 2008. Alma was also the Registrar
and trainer for the Oxnard University at the City of Oxnard
from 1994 - 1999.
During her spare time, she enjoys shopping and spending
time with friends and family.
Alma achieved her Bachelors degree in
Business Administration from the California State University, Channel Islands in 2005.

John Jayasinghe

John has worked for the County of Santa Barbara Planning and
Development since 1990. During that time, he has worked in Long
Range, Environmental & Current Planning divisions for the
Department. John has earned his Bachelors Degree in English
Literature, and his Masters Degree in Business Economics at UCSB. He
is currently experiencing the joys of parenting his one year old son
and two year old daughter.

Alan is the Human Resources Manager for the Public Health Department,
a position he has held since 1982. He also worked in the Personnel
Department for 6 1/2 years. Alan has been active in various County
task forces and project teams. He is a human resources generalist
for his department and has presented both his department's and the
County's New Employee Orientation programs. Alan strives to have
a positive impact on behalf of his department and its employees.

Donald is a Financial Systems Analyst for the Auditor-Controller,
working on a new county-wide system for managing grants, as well as
on a variety of other projects. Prior to re-joining the Auditor's
office, he was an Administrative Analyst for Superior Court, an
Administrative Analyst for the County Administrator's office, and an
Accountant-Auditor for the Auditor-Controller's office. Donald
brings teaching experience from serving as a teaching assistant for
the UCSB Economics Department, and as an EU Facilitator since 1999.

Kris Klink is a Departmental Assistant with the Department
of Social Services. He has been with the County of Santa
Barbara since 1998. During his time with the county he has
trained such courses as Communication Skills, Conflict
Resolution, Team Building, Powerful Presentations and Project
Management. Kris is currently pursuing his Associates degree
in Business Management. Kris is also an associate pastor for
House of Faith church in Orcutt.

As the Departmental Assistant Senior for Telephone Services since 1996, Stacy provides technical assistance to county employees. She attended UCSB and earned a Bachelor of Arts degree in Psychology. Stacy has extensive experience in customer service both in the public and private sectors. Employed by the county since 1989, she has worked in several different departments. Stacy enjoys being an instructor in the Employees University and is a diehard professional sports fan. |

Espie is an eligibility worker with Social Services and has been
with the County since 1996. She brings a strong background
in training from her work with Kraft Inc. She was the trainer and
coordinator for the sales department. She has also been recognized
for her sales expertise and quality customer service as a licensed
insurance agent, receiving awards for office professionalism and
best customer service.

Gustavo Maio
|

A long time local resident, Doug Martin served in the USAF for seven
years. After
earning a degree in business and a Masters in accounting, Doug
went on to stints in public accounting, finance at the City of
Santa Barbara and a successful career in banking.
Doug joined the County in 1998 as the Business Manager
of the General Services Department and was promoted to his
current position as Assistant General Services Director in August 1999.

Henry is a life long resident of Santa Barbara County and a county employee
since 1992. His professional experiences include Safety Training both Federal and State of California codes, and Trainer of a variety of Safe courses. Awards have been given to Henry for his completion of the CPR/First Aid course, Haz-Mat Responder course, Incident Command, and Safety Officer. Henry is the director at large for E.T.A.
In his spare time he enjoys trout fishing, and surfing.

Ken has been with the county since 1983 and is currently the Director of Budget and Research in the County
Administrator's Office. In addition to teaching E.U. classes,
he has also been an instructor at Santa Barbara City College (management) and Antioch
University (public policy). Ken has two masters degrees, one in Business Administration and another in Economics.

Beginning in 2003, Jim is the Assistant County
Clerk-Recorder-Assessor. He previously has been the Director of Budget and Research in the County
Administrator's office as well as the Operations Division Chief in the Auditor Controller Department. He brings a wealth of leadership experience from
organizations ranging in size from a couple hundred to several thousand.
He has an MBA from Stanford University and has a passion for quality,
continuous improvement and East Beach volleyball.

Scott McGolpin

John is the County Purchasing Manager and has had supervisory experience
in the private sector, the military reserve, and County government
for 33 years. He has a degree in political science and an extension
certificate in accounting from UCSB, and has done graduate work
in organizational effectiveness, ethics, and management.

Michele is the Deputy Director for Administration in the Public
Health Department. She has been with the County since 1981. She
co-facilitates the County's Labor-Management Collaborative and
serves on the Employees' University Governing Council. She has a
Masters Degree in Public Health from the University of Michigan and
is a survivor of a seven- month house remodel project.

Elena has worked for the County since 1995. She currently
works for the Agricultural Commissioner's Office as a Business
Manager. She started at the County working for the Job
Training Network where she enjoyed conducting an annual labor
market study through the California Cooperative Occupational
Information System. She earned her BS in Business
Administration from the University of LaVerne.

Cathy is a Departmental Data Processing Specialist in the Social
Services Department. She began her career with the County in 1997.
While relatively new to the County, she has over fifteen years of
experience in computer technology and possesses an extensive background
in end-user support and training. Cathy finds helping users develop
new computer skills to be one of the most rewarding aspects of her
job. She earned her AS degree in Information Systems from Allan
Hancock College. She is an active church volunteer and a softball
enthusiast.

Cathy is currently Division Chief for staff training and development
for the Department of Social Services and has been involved with
training in the County for over ten years. Today, the EU is lucky
to have Cathy sharing her training and facilitation expertise with
the ToT participants.

Robert
is a former instructor for the UCSB Extension program, where
he taught a variety of applications including Microsoft Word,
Excel, Access, Powerpoint and Project. He joined the family of
EU Instructors in 2000. He is the County Architect, a
Courthouse Docent, a City of Carpenteria Planning Commissioner
and actively involved in historic preservation.

Dennis has been a Project Manager for the Probation Department
for the past 5 years. Prior to that he was a Deputy Director for
Stanislaus and Santa Barbara counties departments of social services.
He has 35 years of supervisory, managerial and executive experience
in governmental and non-profit organizations. He graduated from
both Leadership Modesto and Santa Maria. He has taught classes at the community
college and university level and holds a California Life Secondary
Teaching Credential.

Joe is a Senior Analyst in the Human Resources Department, where
he works on recruiting, classification, testing, and special
projects for departments countywide. He has been teaching
continuously in various capacities since 1982, except for a six year
hiatus spent working as a university administrator. He also owned
and operated a small business for six years before he began working
for the County in 1998. Joe earned an M.A. in Classics from UCSB in
1993 and has been teaching English part-time at Santa Barbara City
College since 1996. He joined the EU faculty and began serving
concurrently on the EU Curriculum Committee in 1999.

Lynn works in the Public Works Department and has worked for the
County since 1990. She recently completed an assignment in the
County Administrator's Office coordinating the Employees' University

Patty Salcedo

Specializing in staff development instructional design and
training for Santa Barbara County, E.U., Ventura College, and
adjunct faculty at Santa Barbara City College Professional Education
Dept. Active in staff training and special projects for SB County
since 1998. Developed and managed staff training department at Santa
Barbara Medical Foundation Clinic for many years. She is Zenger-Miller
certified as well as certified in training competencies from
American Society for Training and Development. Personal interests
include decorative painting, she enjoys painting for pleasure and
teaching others - certified instructor.

Bob
Shapiro has been employed by the County of Santa Barbara since
1977 and currently works with the Department of Social
Services.
During that time period he has been involved in
the administration of federally-funded workforce development
programs. Mr. Shapiro currently serves as a grant
writer for the department with a primary goal of developing
additional financial resources to assist Social Services in
meeting its multiple human service goals. He holds a Bachelor
Arts Degree in Political Science (State and Local Government)
from UCLA.

Wendy is now Departmental Assistant for the Children and Families
First Commission. Previously, Wendy worked in the General Services
Department as the account clerk for Capital Projects. She has more
than 12 years experience both as a frontline office professional
and as a supervisor. Wendy was recently appointed to serve a second
term on the Employee's University Governing Council.

Duncan Thomas
Duncan received his BA in English from UC Berkeley (Go Bears!) and attended the graduate program in Creative Writing at San Francisco State University. He has been a County employee since 1981 and is currently a Division Chief with the Department of Social Services. His off work hours are consumed by the sport of triathlon and he can be spotted riding his bicycle to work rain or shine. |

Ronnie is the Dean of the Employees' University. She has been with
the County since August, 1998. Ronnie has had a major impact on
the EU by designing courses to fill specific staff needs, such as
"Dollars and Sense of Preventing Workplace Injuries".
Previous to joining the County, Ronnie owned a consulting business
that provided vocational rehabilitation and career counseling, as
well as formal instruction in career development at Allan Hancock
College.

Dennis Tivey comes to EU with a background in journalism,
entertainment, community organizing and marketing. Currently, Mr. Tivey is a Department Assistant at Social
Services, where he coordinates, supports and performs training.

Christy Toma was born in Romania and grew up in Southern
California. She holds a BA in Communication Studies and English
Literature from the University of California Santa Barbara. Christy
previously worked in advertising and event planning and is now
employed as Agenda Coordinator for the Clerk of the Board of
Supervisors. Outside of work she enjoys gardening, travel and
politics.

Janice has been with Santa Barbara County, Public Health Department as a Medical Coding Specialist
since 1999. In her free time she enjoys physical activities and plays softball for the City of Santa Barbara Recreation Department.

Guillermo Villagomez has been employed with the Department of
Social Services since 1994. His experience ranges from
instruction at SBCC adult education to supervision and training and
Social Services. He is currently a supervisor/trainer with Staff
Development, responsible for training new staff in the Medi-Cal
program. Guillermo also conducts other training such as “Time
Management” and “Civil Rights & Sexual Harassment
Prevention.” Guillermo holds a Bachelor of Arts degree in History
from UCSB.
